Ignore missing temporary directories when booting.
...
Otherwise, removing your `app/tmp` and `app/routes` folders prior
to booting (e.g., if you add them to your .gitignore and use Travis)
will cause unnecessary FATAL error messages. Addresses
revel/revel#908 .
